What is the Fulbright-Nehru Doctoral Research Fellowship (FNDR)?
The Fulbright-Nehru Doctoral Research Fellowship (FNDR) is one of the most prestigious fellowships available to Indian Ph.D. scholars. It is jointly supported by the U.S. Department of State and the Government of India, and administered by the United States-India Educational Foundation (USIEF).
The FNDR is specifically designed for Indian scholars who are currently registered for a Ph.D. at an Indian university and need to conduct research in the United States as part of their doctoral work. Who Should Apply? — Is This Fellowship Right for You?
This fellowship is ideal for you if:
- You are an Indian Ph.D. scholar currently enrolled at an Indian university or research institution.
- Your Ph.D. research falls in one of the priority fields listed below.
- You need to visit a U.S. university or lab to access resources, data, equipment, or expertise not available in India.
- Your expected Ph.D. thesis submission date is at least 3 months AFTER the fellowship end date.
- You want to build international research networks and strengthen your academic career.
This fellowship is NOT for you if:
- You already have a Ph.D. degree.
- You are in the final stage of your Ph.D. and plan to submit your thesis during or very soon after the fellowship.
- You are a Government of India or State Government employee (civil servants in IAS, IPS, IRS, IFS, state civil services, or bureaucratic staff in central/state ministries). See exceptions below.

Eligibility Criteria — Full Details
1. General Requirements
- Must be a citizen of India (resident in India at the time of application).
- Must be registered for a Ph.D. at an Indian institution on or before November 1, 2025.
- The expected Ph.D. thesis submission date must be at least 3 months after the FNDR grant end date. For example, if the grant ends in May 2028, your thesis cannot be submitted before August 2028.
- Must not have a Ph.D. degree already. Applicants at the final thesis submission stage will not be considered.
2. Academic & Research Requirements
- Must have done sufficient prior study relevant to the research objectives, especially identifying available resources in India and the U.S.
- Must provide clear justification for why the research needs to be conducted in the U.S. and at the specific U.S. institution identified.
- Must upload a copy of an original published or presented research paper, or extracts from a Master’s/M.Phil. thesis (not exceeding 20 pages).
3. Recommendation Letters
- One of the required recommendation letters must be from your Ph.D. supervisor.
- The supervisor’s letter must specifically comment on your research, the need for the fellowship, the Ph.D. registration date, and the research topic.
4. Employed Applicants
- If you are currently employed, you must obtain an Employer’s Endorsement using the official FNDR Employer’s Endorsement Form.
- The employer must confirm that leave will be granted for the entire fellowship period.
5. Government Employees — Who is Eligible and Who is Not
NOT eligible:
- Civil servants in central services: IAS, IPS, IRS, IFS, and allied central services.
- State government employees including state civil services.
- Bureaucratic staff employed in central and state ministries or departments.
ARE eligible (despite being in government-funded institutions):
- Researchers, scientists, and academicians from: CSIR, ICAR, ICGEB, DRDO, ISRO, ICMR, DBT institutions, DST laboratories, BARC, IISc, IITs

- Each applicant will be affiliated with one U.S. host institution for the duration of the fellowship.
- USIEF strongly recommends contacting potential U.S. host institutions in advance and indicating your affiliation preference in the application.

Frequently Asked Questions (FAQs)
Q1. I am registered for a Ph.D. but have not yet started data collection. Can I apply?
Yes, provided you are formally registered at an Indian institution on or before November 1, 2025, and your research falls in one of the eligible fields. You must clearly justify why you need to go to a specific U.S. institution to advance your research.
Q2. Can I apply if I am a faculty member at an IIT or IISc?
Yes. Researchers, scientists, and academicians from IITs, IISc, CSIR, ICAR, DRDO, ISRO, ICMR, DBT institutions, DST laboratories, and BARC are eligible to apply, even though these are government-funded. The exclusion applies only to civil servants and bureaucratic staff in ministries.
Q3. Can I choose any U.S. university as my host institution?
You can indicate your preferred U.S. host institution in the application. USIEF strongly encourages you to contact the institution in advance and, if possible, obtain a letter of invitation. This significantly strengthens your application. If you already have a letter of invitation, it must be included in your online application.
Q4. I plan to submit my Ph.D. thesis in July 2028. The grant ends in May 2028. Am I eligible?
Yes, you are eligible. The rule requires that the thesis submission date be at least 3 months after the grant end date. May 2028 + 3 months = August 2028. Since your planned submission is July 2028, which is before August 2028, you would NOT be eligible. You would need a submission date of August 2028 or later.
Q5. Will I get a TOEFL waiver?
No. If you are shortlisted as a semi-finalist, you will be required to take the TOEFL exam as part of the selection process. There is no waiver mentioned in the fellowship guidelines.
Q6. Can I bring my family to the U.S. during the fellowship?
Technically you may travel with family, but there is absolutely no financial support for dependents under this fellowship. The grant is not sufficient to support family members, and no dependent allowances are provided.
Q7. What if I am working at a private university or research institution?
You are eligible to apply. If employed, you must obtain an Employer’s Endorsement confirming that leave will be granted for the full fellowship period. This applies to private and public institutions alike.

Q9. What is the difference between FNDR and a full Fulbright degree scholarship?

A full degree scholarship funds an entire Master’s or Ph.D. programme in the U.S. The FNDR is for pre-doctoral research only — you must already be enrolled in a Ph.D. in India.
Pro Tips — How to Build a Strong FNDR Application
- Contact your U.S. host institution early: This is perhaps the most important step. Write to professors or research labs in the U.S. whose work aligns with yours. A letter of invitation from the host institution is a major differentiator.
- Be very specific about WHY you need to go to the U.S.: Vague justifications fail. Explain precisely what data, equipment, expertise, or collaboration you need from the U.S. and why it is unavailable in India.
- Align your research with the 6 priority areas: Frame your research clearly within one of the six priority themes. Reviewers are looking for futuristic, innovative, technology-focused proposals.
- Get a strong supervisor letter: Your Ph.D. supervisor’s recommendation letter is mandatory and heavily weighted. Ask your supervisor to write specifically about your research, the need for U.S. collaboration, and your registration and expected submission dates.
- Start your research paper/thesis extract selection early: You must upload a published paper or up to 20 pages from your thesis. Choose content that best demonstrates your research competence and aligns with your FNDR research objectives.
